OSHAKATI, NAMIBIA — 9 August 2026 — Namibia 30 Index (NAX30) is providing stakeholders and the broader market with information regarding the regulatory framework applicable to the broader NAX30 infrastructure and confirming that Abba Payments (Namibia) (Pty) Ltd. has submitted an application to the Bank of Namibia for licensing under the Token Issuer licensing class pursuant to the Virtual Assets Act, 2023 (Act No. 10 of 2023).

The licensing application relates to the virtual-asset component of the broader NAX30 infrastructure. The Namibia 30 Index (NAX30) benchmark is a separate and distinct component: a rules-based market benchmark referencing 30 selected securities listed on the Namibia Securities Exchange (NSX).

This distinction is important to NAX30's stakeholders, market participants, regulators, investors and partners as the NAX30 infrastructure continues to develop.

NAX30 Index Benchmark

The Namibia 30 Index (NAX30) is a rules-based equity market benchmark designed to provide a composite reference measure for observing the performance and direction of its defined universe of 30 selected NSX-listed securities.

The benchmark operates under a published methodology governing constituent selection, weighting, calculation, market-data inputs and periodic review.

NAX30 benchmark levels, historical market data, methodology, constituent information, governance documentation and market publications are made available through the NAX30 digital platform at https://nax30.io.

The NAX30 Index is independently administered by Oshakati-based Abba Payments (Namibia) (Pty) Ltd. References to the Namibia Securities Exchange and NSX-listed securities identify the market and securities referenced by the benchmark and do not imply sponsorship, endorsement, administration or affiliation by the NSX unless expressly stated.

Virtual Asset Licensing Application

Separately from the NAX30 Index benchmark, Abba Payments (Namibia) (Pty) Ltd. has submitted an application to the Bank of Namibia under the Token Issuer licensing class established under Namibia's Virtual Assets Act, 2023.

Under the Act, a company wishing to operate as a token issuer is required to obtain the applicable licence, and the Token Issuer licence class covers initial token offering activities.

The application has been submitted and remains within the Bank of Namibia's regulatory application process.

Abba Payments continues to engage with the Bank and to provide information and supporting documentation requested in connection with the application.

Current Regulatory Status

For the avoidance of doubt, Abba Payments (Namibia) (Pty) Ltd. has not been granted a Token Issuer licence by the Bank of Namibia at this time.

The submission of an application does not constitute licensing, provisional authorization, regulatory approval, endorsement or permission by the Bank of Namibia to undertake regulated virtual-asset services.

Accordingly, Abba Payments does not represent NAX30's virtual-asset activities as licensed, approved or endorsed by the Bank of Namibia.

The Virtual Assets Act prohibits a person from operating as a virtual asset service provider without the applicable licence, and the company will continue to observe this requirement while the licensing process remains ongoing.

Clear Separation of the Benchmark and Virtual-Asset Framework

NAX30 maintains a clear operational and communications distinction between the NAX30 Index benchmark and the virtual-asset component that is the subject of the regulatory licensing application.

The NAX30 Index is the benchmark layer of the infrastructure. It is designed for market measurement, benchmark publication, historical market analysis, research and the structured observation of its defined NSX-listed equity universe.

The virtual-asset component represents a separate part of the broader NAX30 infrastructure and is subject to the applicable regulatory framework administered by the Bank of Namibia.

This distinction will continue to be reflected in NAX30's public communications, documentation and regulatory engagement.

The company will continue working with the Bank of Namibia and responding to regulatory requirements applicable to its licensing application.

NAX30 will communicate any material change in the regulatory status of the application only after such development has been formally established or communicated through the appropriate regulatory process.
